Joseph Hormidas Ayotte was born on January 13, 1943 in Lowell, Massachussetts in a French Canadian family and joined the US Coast Guard in 1943. He was discharged as a Water Tender 3rd Class and passed away on April 29, 2003.

The Code provides additional penalties, including the confiscation of the items used or intended for committing the offence.
