The present document was issued in Pau, Basses-Pyrénées département -- present-day Pyrénées-Atlantiques département -- on December 1st, 1943, to some Louis, Thomas Cipres, a stone mason born in Gan, same département, on December 21, 1897 to Spanish parents.
He served in the 130e Régiment d'infanterie in the last weeks of the Great War, and was conscripted again on August 26, 1939 prior to being discharged on May 12, 1940. This person passed away in his hometown on October 13, 1951.

The Code provides additional penalties, including the confiscation of the items used or intended for committing the offence.
