Louis Charles Hegmann was born on November 23, 1921 in Brooklyn, New York and was issued ASN 32538684 upon joining the US Army. He went on to serve with 28th Infantry Regiment, 8th Infantry Division and deployed to Europe, being awarded the Bronze Star for exemplary conduct during the Normandy Campaign. He passed away on February 15, 2002.

The Code provides additional penalties, including the confiscation of the items used or intended for committing the offence.
