Otis Emmett Finnell was born on July 2, 1921 in Pueblo, Colorado. Serving with the National Guard, he was inducted into Federal Service on February 24, 1941. Commissioned as a 2nd Lieutenant (officer's ASN O-1174571), he went on to serve with Battery B, 29th Field Artillery Battalion, 4th Infantry Division and deployed to Europe, where he was promoted to the rank of 1st Lieutenant in 1944.
On January 28, 1945, while participating in a reconnaissance mission in Belgium, the jeep in which he was seated struck a mine, killing the driver instantly — badly wounded, Lieutenant Finnell died of his wounds on February 3 of that year in Bastogne. A recipient of the Bronze Star and four Purple Hearts, he was initially buried in the American Military Cemetery in Hamm, Luxembourg, prior to being repatriated in August 1948 and interred in his hometown.
