Introduced in August, 1943, this rubberized canvas pouch was to be glued onto the left-hand side of the 'Mae West' -- when dissolving in water, the yellow-orange powder contained in the packet would mark the area around pilots or air crews who had fallen into the sea.

The Code provides additional penalties, including the confiscation of the items used or intended for committing the offence.
