William Jordan Phillip Treiman was born on July 22, 1907 in Libau, present-day Liepāja, Latvia, and emigrated to the US in 1923. He joined the US Army on February 13, 1943 and was granted citizenship as William Jordan Phillips six days later. He went on to serve in Europe with 181st Engineer Battalion (Heavy Ponton).
