A veteran of the Great War, Edmond Hoton (1893-1950), the author of this anti-German satirical work, was a Belgian journalist with close ties to the Resistance; his own son Jacques was murdered by the Germans in 1941.

The Code provides additional penalties, including the confiscation of the items used or intended for committing the offence.
