Victor Norman Frye was born on June 30, 1917 in Buchanan, Iowa and joined the US Army on September 9, 1942 (ASN 17068383). He was discharged on February 5, 1946, and passed away on April 3, 1999.

The Code provides additional penalties, including the confiscation of the items used or intended for committing the offence.
